Depends on the conditions in their licence. Those that are not deemed to be in residential area can open to later hours. There could be other conditions I am not aware of or exemption that allows some shops to operate till later.
It's just like you go to some coffeeshop and they still have a smoking yellow box corner where smoker diners can share their 2nd hand tobacco exhaust with you. At a time when smokers are not even allowed to light up at the void decks. All up to the licence conditions.
