雙重國籍爭議纏身、東京都議會選舉失利 日本民進黨黨魁蓮舫宣布辭職

有「台灣女兒」之稱的民進黨代表（黨魁）蓮舫，27日下午3時（台灣時間約下午2時）召開記者 會，宣布辭職 。蓮舫這次辭去黨代表，除受雙重國籍爭議不斷影響外，日前東京都議會大選失利，黨內士氣持續低 迷也是主因。 蓮舫雖請辭民進黨黨魁，但也計畫參選下期的眾議院選舉，延續政治生涯。

現年49歲的村田蓮舫，原名謝蓮舫、祖籍台南白河，素有「台灣女兒」、「美女議員」之稱，與我 國前民進黨籍 立委陳唐山是遠房親戚，幼年時常來往台日兩地。2010年至2012年間，蓮舫3度入閣，但是 2011年1 1月被揭發與有吸毒、逃稅前科的不動產公司社長中山諭密會，因此遭到撤換。除政治經歷豐富外，蓮 舫年輕時還 曾在演藝圈與新聞界工作。

原本被看好參選東京都知事蓮舫，最後宣布不出選，專心於參院大選。育有一對19歲雙胞胎的蓮舫 ，在參議員選 舉時主打降低學貸壓力等政策，擁有橫跨世代支持群眾，呼聲極高下當選。而後蓮舫又出選民進黨代 表，主打「以 人為本」，主張充實社會保障、教育政策，改善保育士、照護人員待遇。

除前述的密會醜聞外，蓮舫自出選參議員、民進黨代表以才，就不斷因「雙重國籍」問題而備受爭議 。飽受批評的 蓮舫最後在日前公開戶籍謄本，證實放棄中華民國國籍。雙重國籍纏身，加上日前東京都議會選，不 僅自民黨失利 ，民進黨也從原本的7席掉至5席，創舊民主黨時代以來的新低。在野四黨（指民進黨、共產黨、自 由黨、社民黨 ）領頭羊的氣勢不復從前。

民進黨近日召開兩院議會懇談會，就東京都議會大選結果進行檢討。幹事長野田佳彥表示，受選舉結 果不佳影響， 他將辭去幹事長一位以示負責。NHK稱，據民進黨相關人員透露，考慮到野田幹事長請辭，蓮舫預 計在近日進行 人事調動，同時為改革體制，決議辭任黨魁。

蓮舫27日下午召開記者會時，雖未明確提及後繼人選及黨內人事變動情形。但《朝日新聞》預測， 去年在民進黨 代表選中落選的保守派前外相前原誠司，及自由主義派的前內閣官房長官枝野幸男，很有可能是下屆 黨代表（黨魁 ）選舉的中心人物。

針對雙重國籍爭議，及東京都議會選舉失利是否為請辭主因，蓮舫回應，選舉雖然是請辭的契機之一 ，但不是主因 ，並表示雙重國籍問題未影響到這次的進退決定。蓮舫表示，之所以決定請辭，是因為察覺自己無法 帶領民進黨與 自民黨抗衡，改變現今政局。

Japan’s main opposition party has lost its leader after just 10 months in the job as it struggles to take advantage of Prime Minister Shinzo Abe’s weakness.

The resignation of Renho Murata, who goes by her first name, throws the Democratic party into deep disarray with few obvious candidates to succeed her. The 49-year-old former television star, who was born to a Taiwanese father and a Japanese mother, was the first person of mixed ethnic heritage to lead a big Japanese political party.

Her resignation increases the odds that Prime Minister Shinzo Abe can hold on to power despite his plunging popularity, with a leadership election likely to distract the opposition from exploiting a series of cronyism scandals.

“My judgment is that, for now, the best way forward is I step down so a stronger leadership can take my place,” said Renho. “I hope we can move promptly to a leadership election and form a new executive.”

Renho’s resignation was partly to take responsibility for the DP’s dismal performance in elections to the Tokyo city assembly this month. The party lost two seats to fall to a record low of five in the 127-member assembly, as Tokyo governor Yuriko Koike’s new party made sweeping gains.

Apart from Mr Abe, Ms Koike is the other big winner from confusion in the Democratic party, as it reinforces her position as Japan’s most credible opposition force.

Renho had sought to cast herself as a voice for Japan’s younger generation. With strong name recognition, she was regarded as the only politician with a chance of reviving the DP after its disastrous spell in office from 2009-2012, marred by economic weakness, foreign policy confusion and the Fukushima nuclear disaster.

But she struggled to find a policy message or unite the disparate factions of the DP, a broad church that includes everybody from trade-union socialists to rightwing defectors from the ruling Liberal Democratic party. DP support has weakened even further, falling from about 10 per cent shortly after Renho took office to just 5.8 per cent in the most recent NHK poll.

Renho was also put under constant media pressure over her nationality, with allegations she had failed to renounce her Taiwanese citizenship. Japan does not allow dual nationality.

Her resignation came as one of Mr Abe’s scandals flared again, with reports that prosecutors would question the head of Moritomo Gakuen — a conservative private school operator that was sold public land at a 90 per cent discount — over allegations of fraud.

Mr Abe has repeatedly denied he had any knowledge of the land sale. However, his wife was supposed to be honorary principal of Moritomo Gakuen’s new school, and a criminal investigation would deepen the embarrassment of his links to the school.

Separately, Japanese defence minister Tomomi Inada also resigned on Thursday over allegations that logs documenting the activities of the country’s peacekeepers in Southern Sudan were covered up. Mr Abe had been expected to replace Ms Inada, a protégé of the prime minister who made repeated gaffes in the sensitive defence post, as part of a cabinet reshuffle next week.
