SINGAPORE - A former bank officer was jailed for 24 weeks on Friday (Oct 28) for taking more than 100 upskirt videos of women for over a year.

Eugene Chong Sin Hwee, 29, was attached to a POSB branch at Jurong Point when he committed 121 counts of insulting the modesty of a woman at various locations between March 2013 and September 2014.

Chong, now unemployed, pleaded guilty to 12 counts and had the remaining 109 charges taken into consideration in sentencing.

The court heard that a 23-year-old woman was travelling up the escalator at Tanjong Pagar MRT station on Sept 16, 2014 when she had an uneasy sensation from the back. She turned and saw Chong standing very close to her and holding on to his mobile phone which was positioned under her skirt.

Alarmed and insulted, she held on to his shirt. She managed to detain him with the help of two passers-by.

She looked through the contents of his phone and saw that he had taken an upskirt video of her inner thigh.

The police was called. Multiple upskirt videos of unidentified women were captured on Chong's phone.

He admitted to taking the videos at places like MRT stations, shopping malls and other places with escalators.

He also admitted that he had been doing this since 2011 after browsing an Internet forum which had upskirt videos of women.

Intrigued, he began filming upskirt videos for his own viewing pleasure.

Seeking a sentence of at least eight weeks' jail to be imposed per charge, Deputy Public Prosecutor Carene Poh highlighted general and specific deterrence principles.

She said a general deterrence was relevant because mobile phones with camera functions are now ubiquitous. Cameras with recording devices come in all shapes, sizes and disguises, and are getting cheaper and easier to acquire, she said, adding that perverts find it easier to prey on unsuspecting women everywhere.

SINGAPORE (THE NEW PAPER) - A student was expelled and several others caned after they were found to be in possession of upskirt images of six female teachers from their secondary school.

Seven boys were found to have taken the photos and videos with their smartphones, and 23 others received and/or shared the images.

The expelled boy had been involved in a similar incident at his previous school.

He was found to be in possession of the images but he was not the one who had recorded them, said the principal.

After receiving a tip-off about the incident, The New Paper on Friday (Oct 28) contacted the all-boys school, which confirmed the incident.

The principal told TNP that the school received information about the upskirt images on Oct 5 and immediately started an investigation to round up the culprits.

He said: "We found there were students taking upskirt photos and videos, and sharing them. There were 30 students."

He also said the school decided to handle the matter internally after he gave the teachers the option of making a police report.

But when contacted last night, the police told TNP that they had received a report on the incident, and investigations were ongoing. It is not known who had made the report.

We are not naming the school to protect the victims.

The 30 boys, most of whom are in Secondary 2 and 3, and a handful of them in Sec 1, had upskirt images of six female teachers.

Some of the boys were caned to send a strong message - this is not how you treat women - to the school population.

As it was during the exam period, the school punished them only after their exams were over.

On Oct 19, the seven main culprits, who are in Sec 1 to Sec 3, were caned in front of their respective levels. They were given two strokes each on the buttocks.

The principal said nine others who had received and shared the images were given similar caning but in his office.

The remaining culprits were given suspended caning punishment, detention duties and told to return to school during the holidays for counselling sessions.

Should they commit other offences, they will be caned.

Their parents have been informed about the incident and the punishment meted out.

On the caning of the students, the principal said he needed to send a strong message to them and the school population that this kind of behaviour would not be tolerated and would be dealt with swiftly.

A boys' school which caned seven students and expelled one for taking upskirt pictures and videos of teachers did the right thing by not going straight to the police, parents have told The Straits Times.

But opinions are split over whether the school, which has not been named to
protect the six teachers' identities, should have expelled one of the students as he had been involved in a similar incident earlier.

Seven boys were found to have taken pictures and videos with their smartphones and 23 others received or shared the images.

The school's principal said the school received information about the images on Oct 5 and started an investigation. While the matter was handled internally, a police report was later made, though it is not known who made it.

A parent with a Secondary 2 son in the school said her child was very upset when he came home on Oct 19, after the seven main culprits in Sec 1 to Sec 3 were caned in front of their respective levels.

"I understand how it could have happened," said the 48-year-old sales director. "When dealing with young boys, you cannot hold them to the same standards that you would an adult. They might think that sharing pictures or videos is funny even if they know it's bad.

LACK OF THOUGHT

A lot of them don't think about the effect on women, or that what they are doing is disrespectful to women. Their (acts) of upskirt video-taking are usually a part of 'thrill seeking' or for their own emotional stress release.

DR MUNIDASA WINSLOW, senior consultant psychiatrist at Promises Healthcare in Novena Medical Centre, who has met many young people and adults who have taken upskirt videos.

"The boys didn't know how serious it was and it gave us an opportunity to talk to our children about why it's wrong."

While she approved of the expulsion, given that the student had been given a second chance by the school, she was disappointed that someone had made a police report.

According to a report in The New Paper, the teachers have spoken to the culprits and forgiven them. Parents told The Straits Times that their children said a prayer and reflection session was held before the caning.

"I think that (going to the police) was unnecessary," said the sales director. "We all make mistakes. As a parent, I can understand how it could have happened."

A 44-year-old counsellor, who has two sons in the school and wished to remain anonymous, felt the same. "These boys are young and need to be handled sensitively," she said, adding that she wished the school had not expelled the boy. "I would have liked the boy to have stayed on but with conditions like going for counselling."

Mr Gavin Foo, 39, who works in private equity and has a six-year- old daughter, said: "Boys (at those ages) are always up to some degree of cheekiness. They crossed the line by sharing the upskirt images, but it still doesn't warrant expulsion."

Dr Carol Balhetchet, clinical psychologist and senior director of youth services at the Singapore Children's Society, said expelling the teenager does little to solve the problem and suggested that he needed counselling and therapy.

"He's going to go somewhere else and do the same thing," she said. "You're not solving the problem; you're postponing it. (Expelling) him is just transferring the problem to someone else. If he's doing it just to gain confidence within the peer group, then he needs to find alternatives to gain confidence."
