MND, DESMOND LEE JUMPED IN TO ATTACK WP WITHOUT EVEN CHECKING THEIR REPORTS

Singaporeans should all be familiar with the fact that the Ministry of National Development (MND) and in particular, Desmond Lee, the minister of state for national development, had been on the offensive and attacking workers’ party about their arrears mismanagement but the report released by AHPETC yesterday shows that MND and Desmond Lee had in fact been sleeping on the job.

Ms Sylvia Lim, the Chairman of AHPETC admitted that there was an error in the reporting of the arrears for April 2013 where the arrears rate had been reported at 29.4%.
In fact, the amount was only 5.66% for households and 7.24% for commercial properties.

In fact, within this statement, a table of the arrears reports was given which shows that MND and Desmond Lee had simply jumped at the opportunity to criticize WP without even checking their reports properly.

A comparison of the Arrears rate between March 2013 and April 2013 shows that despite the total amount of outstanding arrears going down over $88,000 the percentage of households in arrears jumped almost 22%:

Looking at this, one should know that there is clearly an error. How can the number of households in arrears have increased so much when the total arrears amount decreased?






Despite this, MND who is supposed to look over town council’s performance and compile the reports did not look at this and instead jumped at the opportunity to criticise AHPTEC for their mismanagement of arrears.

While it is also true that Workers’ Party should have noticed the mistake earlier, Ms Lim explained that they have been having trouble compiling the data in the format required by MND due to the fact that the data requires manual processing

He explained that manual processing was ok last time for Hougang SMC as it was much smaller and had fewer households to count.
However, ever since the PAP took away the management software with the AIM deal, AHPETC have been occupied with having to develop and improve their own softwares to handle this type of information.

Ms Lim explained that they have since upgraded their software on November 2014 to be able to process similar information in a more productive way.
It is shocking that MND which does not face the same constraints also missed the error and went right ahead to attack WP anyway.
