Thumbs up Elite reshuffling: Edb chairman to be new permanent secretary of home affairs

In the latest round of Elite Reshuffling, five new appointments within Permanent Secretary roles in various ministries have been announced.

The Public Service Division explained that the new appointments will take effect from December 1st and will see Mr Leo Yip, the current Chairman of the Economic Development Board (EDB) becoming the Permanent Secretary for Home Affairs.

The outgoing Perm Sec for Home Affairs, Mr Tan Tee How, will be cycled around to be the Commissioner of Inland Revenue and he will be the new CEO of the Inland Revenue Authority of Singapore (IRAS).

The current IRAS CEO, Dr Tan Kim Siew will be stepping down once Mr Tan takes over.

To replace Mr Leo Yip in the EDB Chairman role will be Permanent Secretary for Law, Dr Beh Swan Gin.

To replace Dr Beh, Mr Ng How Yue, the second permanent secretary for Trade and Industry will be give up his position and become the new Permanent Secretary for Law.

To fill this gap, Mr Chee Hong Tat, the CEO of the stat board, Energy Market Authority, will take on the position of Second Permanent Secretary for Trade and Industry.







It seems that the government is sticking to its usual practice of shuffling around the Elite from totally unrelated ministries and backgrounds to take on the top positions in other ministries.

Instead of promoting up from within the ranks of the ministry where there is likely to be more relevant experience, they continue to shuffle around the top and keep the elites in top positions.

In this round of reshuffling, we see:

The CEO from the Energy Market -> 2nd Perm Sec of Trade and Industry -> Perm Sec of Law -> EDB Chairman -> Perm Sec of Home Affairs -> IRAS CEO.
