44 year old Singaravelu Murugan, a Singaporean, was charged in court yesterday for giving false information to the Controller of Work Passes in relation to 20 of his foreign employees.

Murugan had declared on the employment pass application forms that he would be paying his foreign employees a salary of $4,500 a month when in fact, he was paying them much less than this amount.

Murugan is the Director of MN Computer systems (S) Pte Ltd, and he hired all 20 foreign employees as software engineers in his company.

As a result of the false declarations about salaries, all the EP applications and renewals were granted by MOM.

Under the MOM rules on EPs, foreigners may apply for an EP if their monthly salary is over $3,300. They may also apply for a dependent's pass or Long Term Visit Pass for their family members as long as their salaries are over $4000.

With the falsely declared incomes of $4,500, the foreigners may have been able to apply for their family members to come to Singapore as well. At the same time, the employer could take advantage of cheaper FTs instead of hiring locals at a higher salary.

In this instance, MOM explained that the individuals involved all did not have knowledge of the higher declared salary, so their work passes have not been revoked. Instead, the workers are all now working for other employers.

While it was able to catch this errant employer, there are still many more out there who are exploiting loopholes and making false declarations in order to get access to cheaper labour.

Currently, MOM is looking into over 254 cases of possible false declarations involving over 78 employers.

Employers who are caught making false declarations to get work passes could be fined up to $20,000, jailed up to 2 years or both for each charge.
