Actually Singaporeans committing crime to pay medical bills is not uncommon due to lack of a proper universal healthcare system in place. For example if you have a child with autism, or down's syndrome, you suffer high financial burden of caring for the child. The other class is people who have to take care of the medical bills of their parents. One of my friend was known to us as obedient filial to his parents so much so we nicknamed him "Good boy". 2 years ago his mother had cancer ...financial strain on him was very great and he shoplifted and was caught. Recent changes announced by PM Lee are insufficient tweaks on a failing healthcare financing system.
