Politicians propose laws to criminalize premarital sex, distribution of contraceptive


Legislators in the House of Representative (DPR) have recently been discussing several possible new additions to Indonesia’s Criminal Code which have alarmed observers and human rights advocates.

This week, lawmakers discussed an amendment to criminal code Article 484, which criminalizes adultery. The law currently criminalizes a member of a married couple having sex with a third party and is rarely used. But the draft amendment being pushed by a large faction within the DPR would make all sex outside of marriage punishable by up to 5 years in jail. (It essentially makes the same changes to the law that conservative Islamic group AILA is currently petitioning the Constitutional Court to make).

The amendment is backed by Islamic political parties including the United Development Party (PPP), National Awakening Party (PKB), National Mandate Party (PAN), and Prosperous Justice Party (PKS) as well as Gerindra, the NasDem Party and the Democratic Party. Together they make up just over 50% of the DPR.

PPP lawmaker Arsul Sani justified the amendment saying that everybody knows that sex outside of marriage is immoral and “the law should reflect morality.” He was quoted by the Jakarta Post as saying that the law would prevent people from taking violent actions against adulterers, such as “burning unmarried couples”.
Criminalizing contraception

Other possible additions to the Criminal Code that have activists worried are Article 481 and Article 483. Combined, the articles would make it illegal for unauthorized personnel to distribute contraceptives in any form or even provide information about them.

"If this law was enacted, the consequences are very serious. Because it means that my friends who are engaged in reproductive health education can be criminalized since the law’s formulation is limited. People who have been certified by the state are the only ones who could do reproductive health campaigns,” said Anggara, a senior researcher at the Institute for Criminal Justice Reform (ICJR) during a discussion in Jakarta on Thursday as quoted by Kompas.

Anggara warned that the law would serious impede efforts by NGOs and also the government’s own family planning programs from being able to provide people with critical information about reproductive health and also HIV.

JAKARTA: Indonesia's central bank governor said on Monday (Dec 19) the bank is seeking to slash three zeroes off the face value of rupiah notes in a move to simplify its currency system.

Bank Indonesia (BI) Governor Agus Martowardojo said he has asked President Joko Widodo to revive a previously shelved plan to re-denominate the rupiah to make it "more efficient and simpler".

A draft law backing redenomination was submitted to parliament in 2013 under the previous government. However, the draft was put aside due to instability in Indonesia's financial markets at the time.

If parliament approves a revived bill next year, the central bank would need two more years to prepare new notes. It would then need another seven years of transition before it could fully remove three zeroes from the currency, he said.

"Prices of goods and services have to also be simplified. Because of the transition period, in which people can use both the old and new rupiah denominations, we are sure it wouldn't affect inflation," Martowardojo said at the launch of a new series of designs for the physical currency.

The largest rupiah denomination is currently 100,000 and the smallest note is 1,000. The central bank's new currency designs will be for notes that use the current denomination system and will feature images of historic Indonesian figures.

Indonesian Finance Minister Sri Mulyani Indrawati said the rupiah's many zeroes reflected the currency's inflation history and that she would discuss the proposal with parliament with a view to introducing it next year. However, she said the proposal is not on the list of current legislative priorities for 2017.

"A redenomination would strengthen assurance in Indonesia's currency, but it does not affect anything nominally," she told reporters at a separate event on Monday.

Bank Indonesia reveals slick new rupiah notes and coins design


Bank Indonesia (BI), Indonesia’s central bank, just unveiled the new designs for rupiah banknotes and coins which will come into circulation starting today.

As previously reported, the new banknotes and coins are adorned with a new set of national heroes including Tjut Meutiah and Frans Kaisiepo. The new currency is being dubbed the NKRI Edition, as all designs incorporate the term “Negara Kesatuan Republik Indonesia” (The Unitary State of the Republic of Indonesia).

The new currency was launched by BI at 9am today. The public is able to exchange old money for the NKRI Edition at Jakarta’s Blok M Square starting from 11am today.

We think the new designs are a clear improvement over the old ones, but unfortunately the changes appear to be limited to the look of the new notes – we would’ve loved if our cash could be made of sturdier stuff like Singapore’s plastic bills.

Most of the banknotes retain their respective colors from the previous edition, with the exception of the Rp 1,000 note which went from light blue to a slightly lime green-tinged grey, which could cause some mix ups with the Rp 2,000 and Rp 5,000 notes.

BI announced that old banknotes and coins are still legally binding until they are entirely withdrawn from circulation at some point in the future.

Tourists paraded in ‘walk of shame’ over theft in Indonesia


Two Australian tourists accused of stealing a bicycle have been forced to take a “walk of shame” through an Indonesian island with signs round their necks, an official said on Tuesday (Dec 20).
“I am thieve (sic). Don’t do what I did,” the signs read.

The tourists, whose identities were not revealed, allegedly stole the bicycle about 10 days ago on Gili Trawangan, a popular tourist destination in central Indonesia.

CCTV recordings showed the two Australians taking a bike from the hotel, said village chief Muhamad Taufik.

The hotel manager reported the case to the authorities who caught the pair the following day, Mr Taufik added.

“We interrogated them, made an agreement, paraded them around the island and forced them to leave Gili,” Mr Taufik told AFP.

The two were the first foreigners this year to undergo a “walk of shame” on the island. A few Indonesians have been forced to take part this year in similar parades for theft.

National laws are in force on the island but it is unclear whether the Australians underwent a formal police investigation.

“The walk of shame parade is a regulation in our village. I don’t know whether the police are charging them now, what matters to me is that they’re now gone,” Mr Taufik said.

Such parades have taken place for years on Gili Trawangan, a tiny island off the coast of Lombok and just east of the major resort island of Bali.

Singaporean man found dead in Riau Islands waters


The Karimun Police in Riau Islands are investigating the discovery of the dead body of a Singaporean man.

Karimun Police water police unit head First Insp. Sahata Sitorus said the body, which was found by local fishermen on Friday, has been admitted to the Muhammad Sani General Hospital to undergo a post-mortem examination.

“We have yet to identify the cause of the death and why the body was floating in the Karimun Anak water,” Sahata told The Jakarta Post on Saturday.

The dead body was found in black trousers, a white shirt with “PSA Marine” written on it and boots. An ID card was found with the name Ilzam bin Odit, born on Sept. 8, 1963. The ID card said the man lived in Sengkang, Singapore.

Sahara estimated that the body had floated in the sea for around two days.

Karimun regency is located 50 kilometers southwest of Singapore and can be reached in 105-minutes by ferry from the city-state.

Alfamart clarifies it was donating customers' money to needy students, not Ahok


One of the posts that went viral over the weekend, calling for a boycott on Alfamart and Indomaret because they were forcing customers to pay an extra Rp 100 that would go to Ahok's campaign. In fact, the donation program is voluntary and the money goes to help underprivileged students pay for school supplies.

Recently, many Muslims who are against Jakarta Governor Basuki “Ahok” Tjahaja Purnama took to social media to call for a boycott on Sari Roti after the bread company denied supporting the December 2 anti-Ahok rally or its cause (some people even posted photos of themselves stepping on packages of Sari Roti bread). Now, many people are calling for a boycott of the ubiquitous Alfamart and Indomaret convenience store chains for reasons that are even more made-up and ridiculous.

The problem seems to have started with posts such as this one by Facebook user Umar Alamudi, which has already been shared over 4,800 times.

“Starting now when you shop at Indomaret or Alfamart they will take Rp 100 to donate to Ahok’s campaign. The proof is the Indomart or Alfamart receipt. BOYCOTT INDOMART AND ALFAMART.”

As proof of this claim, a line on the receipt is circled: “Donasi-ku bangun negeri” (My donation to build up the country).

Somehow the original poster (whose Facebook wall is covered in pro-FPI and anti-Sari Roti posts, btw) took that to mean that the Rp 100 was meant for Ahok’s campaign (without any proof whatsoever) and apparently many of the thousands of people who shared it felt the same way, leading to a storm of criticism against the convenience stores online.

Alfamart released statements through the media and social media to explain that while the “Donasi-ku Bangun Negeri” program does exist, it is purely voluntary and that the money doesn’t go to any political campaigns, but to purchases school supplies such as uniforms, stationery and shoes for underprivileged students in cooperation with the Yayasan Berani Bhakti Bangsa foundation and several other charity groups.


So not only did this hoax spread misinformation and anti-Ahok propaganda, it also probably took away a significant amount of money away from a program to help underprivileged school children. We hope whoever originally came up the hoax feels very proud of themselves.
