This came from a very reliable source.

The authorities have come to be aware that PRCs working and living in Singapore have been engaged by mainland syndicates ti identifying vulnerable senior citizens who are well off as targets for the scams that have engulfed the country. Its also explains why sums are large with one case over a million dollars and many that goes into hundreds and thousands of dollars.

The scary part is that the Govt does not want to rattle PRCs here so have been very quiet about the whole thing. The fear is that it will impact PA's integration policy. Its another sad reflection why we have become 2nd class citizens in our own country.

Here is how they operate.
1. It is usually PRC ladies who approach the elderly and befriend them. As the elderly are usually lonely when their kid are away at work, they are ready to talk. These may take a period of time with multiple meetings to soften the target to tell more.
2. Details about family members are then extracted
3. These details are then used by the syndicates to convince the elderly that a family member is indeed trouble with the Police etc. It also explains why these syndicates have been very "lucky" with identifying the victims with large sums. Many have wrongly assumed that it is matter of cold calls. There are numerous syndicates so the styles will differ but some syndicates have gone one better.

Here is the advice.
1. Tell you elderly relatives and parents not to engage in conversation with any PRC
2. If they have done so, explain that it could be scam related and approach the Police

Note: The word is that potential targets are identified at community organised events involving the elderly. Its easier to spot good targets by watching how they come i.e. - car driven, chauffeured etc.
