think what i heard from WL is:
my WL gets more out of 150
cn WL gets less out of 150
so OKT will not promote my WLs, not even from their own houses
so simple economics will conclude that unless my-rate go up, OKT wont bring them in.
moreover my-WL can go back home recharge and come back again. wont get burnt out this way. new AV rules is that cn WL cannot go back at all. wl go back means cancel permit already(and cannot ever come back). that partly explains why cn-WL attitude generally not as good. some more last time my-WL can extend permit. now cn-WL cannot extend.
