In 新加坡, I am not sure whether you can top-up your China Number manually by cash however, if you have a China's Bank account, you can do it on-line. Otherwise, the only option that I can think of is to get a friend to top-up your number on your behalf when he/she is in China.

Yes, Happy new to you too.

On the website, there are 13 banks indicated on it. Fron ICBC, BOC, CCB, ABC, CMB, BOCOMM and ETC ETC Banks. Even smaller banks like 华夏, 光大 & 中信 are indicated. Just click on 网上交费 and follow the steps/instruction, you should be able to do it. This is for China Mobile.

I am not sure about China UNICOM but according to a friend of mine who is using UNICOM number, he has done it before. Something to add, UNICOM is very strange, my friend's number is bought in GuangDong Province, while he was in Beijing last year and his number ran out of fund, he went to a UNICOM shop to top-up manually, he was told it can't be done except in the province of issuance. He was told to top-up on-line and the transaction was successful.
