1 of VB that I know in Joo Chiat mentioned that she always go to Quan An Vietnam to give her money to the boss of that restaurant to send money back to Vietnam. Is it true? I doubt so. Can any brother here verify this?

yes.. some store or coffee shop owner provide this service.
I know of 1 in JC and 1 in GL

yes. nothing is free mah.
last time I use to send money to my g/f through someone. It is something like $5 or $10 for every $100 and there is a cap like $xx for $500 and above. Now i use western union... they charges about the same as these vn agent.
