Education officials ordered to prevent students’ fights
================================================== =====
The Ministry of Education and Training has asked the departments of Education and Training in cities and provinces to crack down on fights among high-school students nationwide that have reached an alarming level.

The ministry asked its departments to raise students’ awareness of these wrongdoings as well as implement measures to impede violent fights among them.

The departments are required to work with police, parents associations, youth unions, and other relevant agencies in their efforts.

Measures should be effective in preventing violent fights and strict penalties should be imposed to deter them from violating regulations, said the ministry.

The ministry also inquired detailed reports of fights among students in the first semester of the academic year 2010-2011. Departments must send reports to the ministry no later than December 15.

Public concerns about students’ participation in fights have been raised recently as more fights took place. The ministry’s statistic showed that approximately 1,598 fights broke out in the country since the academic year 2009-2010. Schools have sent warning messages to 1,558 students, forced 735 students to leave schools in a short time.

Mobile phone market hot on dollar price increases
================================================== ==

VietNamNet Bridge – The mobile phone prices have increased sharply in recent days due to the dollar price increases. However, it is quite a surprise that the price increases do not make the purchasing power decrease.

The prices of iPhones, including the products distributed by official importers and the ones sold at private run shops, have increased dramatically.

In Vietnam, big companies distribute products they import to Vietnam through their official representatives, while private shops sell the products which are carried to Vietnam across the borders by foreign travelers or Vietnamese people on their way back from abroad.

In the last two weeks, the price of iPhone4 has increased by one million dong compared to the price in late September. However, despite the sharp price increases, shops still do not have enough products to sell, because the volume of iPhone4 brought from Hong Kong, China and Singapore has been decreasing sharply. Meanwhile, official distributors are selling iPhone 4 in dribs and drabs.

Therefore, not only private run shops, but official distributors have also raised the sale prices. VinaPhone last week adjusted the sale prices of some versions of products the mobile service provider is distributing. The price of iPhone 3GS-8GB (associated with pre-paid iSurf or iSurf0 packages) has soared from 11,099,000 dong to 11,299,000 dong, while the price of iPhone 4-16GB from 13,399,000 dong to 13,699,000 dong, and the price of iPhone 4-32GB from 15,799,000 dong to 16,099,000 dong.

As for the customers who use post-paid iTouch1, 2, 3 packages, the prices have increased from 10,599,000 dong to 10,799,000 dong for iPhone 3GS-8GB, from 12,799,000 dong to 13,099,000 dong for iPhone 4-16GB, and from 14,999,000 dong to 15,299,000 dong for iPhone 4-32GB. As such, the iPhones with pre-paid packages are more expensive by 500,000; 600,000 and 800,000 dong, respectively, than the products with post-paid packages

Besides, the dollar price increases have made the prices of iPhone 3GS-8GB increase by 200,000 dong, iPhone 4 by 300,000 dong. There has been no information about the sale price increases for iPhone products distributed by Viettel. Sources said that this will be the last consignment of import iPhone 3GS in 2010.

Not only the prices of iPhones, but the prices of Nokia brand mobile phones have also increased sharply by 2-5 percent on average. Some common models have seen the prices increase by 20,000-100,000 dong. Nokia 1208, for example, is now selling at 580,000 dong instead of 520,000 dong. Meanwhile, medium class products have seen the prices increase by 130,000-170,000 dong.

The price of Nokia 5800 XpressMusic, for example, has increased by 130,000 dong to 5,480,000 dong.

Hoang, who is in charge of Nokia brand products of a big retail chain, said that the prices of Nokia products have increased significantly mostly because of the dollar appreciation. Meanwhile, Samsung and LG products have not seen sharp price fluctuations because the South Korean manufacturers have production factories in Vietnam which do not bear big influences from the dollar price increases.

This is for the third time so far this year Nokia increases the sale prices of its products.

Despite the sharp price increases, the demand remains very high. IPhone 4 still tops the list of the most favourite smart phones.

However, analysts believe that the short supply would be improved as VinaPhone and Viettel plan to import more than 1000 iPhone 4 to satisfy the increasing demand.

Meanwhile, the distributors of Nokia products have complained that the sales have dropped by 10-20 percent due to the price increases. However, this does not change the current situation that Nokia products are still holding 50 percent of Vietnam’s market share.

The “tragicomedy” of buying and selling iPhone 4 in Vietnam
================================================== =====

VietNamNet Bridge – The iPhone 4 market has become scorching hot in Vietnam. Mobile phone service providers do not have enough of them to sell. The prices have increased several times.

A photo has been sent among Internet users these days which has received many amusing comments. The picture shows a Viettel’s employee who is talking to clients in the office - wearing a motorcycle? helmet.

“Perhaps he is afraid that someone would throw a brick in his head, because customers are angry that they cannot buy an iPhone 4,” one comment reads.

The author of the picture, a member of a telecom forum, took it when hewent to a Viettel’s shop to purchase an iPhone 4. Hewas told that the shop had ran out of them.

Of course, the Viettel employee was not protecting himself from a potential blow on his head when he was at the offie. This is just a funny comment. A source from Viettel, a big mobile phone service provider and one of the distributors of iPhone 4, said that the employee was wearing his helmet because he had just came into the office and being in a rushto serve clients he forgot to take it off.

However, a leader of the telecom company admitted that he understood why such a comment was made. The comment reflects the true current situation. Customers now cannot buy iPhone 4 from mobile service providers.

Many funny stories have been cited to illustrate the difficulties in purchasing iPhone 4. On the day when VinaPhone and Viettel began selling iPhone 4, a female employee of a big information technology firm, who was expected to give birth only a few days later, was still seen queuing to purchase a phone. When asked, the woman explained that she was determined to purchase an iPhone 4 from the service provider, because the sale prices are several million dong lower than the prices at private shops, while the quality is guaranteed. (Private shops are distributing the products which have been carried to Vietnam across the border by foreign travelers or the Vietnamese who return from foreign countries).

Meanwhile, a client, who registered to purchase an iPhone 4 online, came to the shop to make the payment and pick up her new phone, was told that she had to pay more than the previously announced price, because the seller has raised the prices. When the client was still thinking whether to buy the product, the saleswoman suggested that the she would purchase the registered product instead of the client.

The client later realised that if the saleswoman bought the product, she would then sell it to other people at a higher price, because the supply is very short.

A lmanager of VinaPhone said that the limited supply caused many tragicomic situations . “Only if we had been able to import tens thousands of those phones, there would be enough supply,” he said.

He said that he received a lot of requests from friends and relatives to help them get an iPhone 4. One time, he received a call from a person who threw insults at him because VinaPhone did not have enough phones to sell.

Nguyen Khac Hung, who lives in Hai Ba Trung district in Hanoi, said that mobile service providers are facing violent criticism from clients, who cannot understand why other people can purchase products, and they cannot.

Several days ago, VinaPhone unexpectedly raised the sale prices of iPhone 3GS and iPhone 4 by 500,000-800,000. The price of iPhone 3GS 8GB has increased by 500,000 dong, while the prices of iPhone 4 16GB and 32GB have increased by 600,000 and 800,000 dong.

The new prices have been applied since November 23. This is for the third time, since iPhone 4 appeared on Vietnam market, that VinaPhone adjusts the sale prices. Explaining the decision, VinaPhone said that the dollar price have been increasing sharply, which has forced the service provider to pay higher for the imports. Meanwhile, it is very difficult to buy dollars from banks at quoted prices, making people turn to the black market

The first price adjustment was made on October 13, when the price of iPhone 4 with prepaid package increased by 200,000-500,000 dong. The second adjustment on October 25 applied to the products with post-paid packages.

A source from Viettel said it has not raised the sale prices, but it is still keeping a close watch over the current exchange rate performance in order to make suitable decisions.

Vietnamese people “addicted” to mobile phones
================================================== ==

VietNamNet Bridge – More and more Vietnamese become addicted to mobile phones, as the service providers continue to lower the fees and the prices of luxury phones with many entertainment functions are also decreasing.

Vietnamese people are faithful to mobile phones

According to the Ministry of Industry and Trade, it is estimated that Vietnam will import one billion dollar worth of mobile phones in 2010. The ministry believes that the mobile phone imports account for a big proportion of the total import value and this is one of the main reasons behind the high trade deficit. Therefore, it has been trying to restrict the imports, especially of luxury/expensive products.

Most recently, people in Hanoi, HCM City and Da Nang had to queue up in front of mobile phone distribution shops to purchase iPhone 4. A lot of people said they had to queue up from 5 am to be able to buy one.

Statistics showed that more than 10 million mobile phones were sold in 2009 in Vietnam. This means that one out of every eight Vietnamese people purchased a new phone. Experts have forecast that 12 million mobile phones would be sold in 2010, which means that one out of every seven people would purchase a new phone. Five years ago, no one could imagine that the number of mobile phone users would be so high.

Analysts say that Vietnamese people do not change their phones as frequently as people in Hong Kong, Taiwan or South Korea. However, the number of Vietnamese people using two or more mobile phones at the same time, or who buy new phones every six months or one year has been increasing significantly.

The lower the service fee, the bigger the number of mobile phone users

In the past, high fees were a big obstacle for mobile phone users. However, nowadays, with the stiff competition between the service providers, the fee has been decreasing sharply.

The current market is now controlled by three biggest service providers, Viettel, MobiFone and VinaPhone. Any move made by any one of them will have big impacts on the market.

For a long time, Viettel led the race of reducing service fee. However, since 2009, MobiFone and VinaPhone have joined in by continuously lowering their fees so as to ensure that theirs are always lower by 10 dong/minute than the fees offered by Viettel. After the latest fee reduction, the inner-network call charge set by MobiFone has reduced to 880 dong per minute (down by 10.24 percent), while the intra-network call charge has reduced to 980 dong per minute (down by 9.28 percent).

Most recently, Frost & Sullivan, the firm specializing in surveying telecom market, said that Vietnamese telecom companies are providing services at 4 cent per minute (800 dong), because there are too many ongoing promotion campaigns. Frost & Sullivan believes that the price war between the service providers will negatively impact Vietnam’s market, because the revenue growth will slow down, while service providers will not get enough money for re-investment. However, it is clear that the stiff competition of service providers will bring benefit to customers.
