market rate mostly fixed already. To bring down the rate, either supply of ML increase and 99% willing to take $30/50/80 for hj/bm/bj/fj or all 99%of the man don't go massage. Once ML no business, they will cut the rate. I think neither will happen so just pray the rate don't go up further.
