If a Thai wl that has already finished off her minimum duration of her contract and wishes to go back, but her request was rejected by her okt.. Are there are other means for her to still proceed on and go back?

From what i know, their passports are detained by their okt... And the okt rejected her request for some reasons.. And yes, she paid off every fees that is needed for her to pay already.. She,s really desperate to go back now because of family reasons... Are there any channels she can go through to help her?
