VietNamNet Bridge – The Ministry of Transport has recommended to the Prime Minister that fines for pedestrians violating traffic laws in Ha Noi and HCM City should be raised as a measure to reduce traffic jams and accidents.


The proposal is part of the draft decree on road traffic fines, which proposes fines at about 50 per cent higher than currently regulated in Decree 146/2007/ND-CP.

For example, pedestrians who ignore traffic lights, road signs and police direction would have to pay fines of VND60,000-80,000 (US$3-4). Those not using pedestrian crossings would be fined VND80,000-120,000 ($4-6).

"Pedestrians still have a poor awareness of traffic rules. In many cases, pedestrians have caused fatal accidents," said Than Van Thanh, chief of the Secretariat of the National Committee of Road Safety's Office.

"Normally, police punish pedestrians only when they are responsible for causing accidents," said Nguyen Van Me, head of Traffic Police Team No 6 under the Ha Noi Traffic Police Division. He said that his team had not punished any pedestrians last year.

Many pedestrians argued that they had to walk on roads because the pavements were occupied by parked vehicles or businesses; and they did not cross the streets at pedestrian crossings or footbridges because there were too few of them and not ideally placed.

Huyen Trang, a 20-year-old Ha Noi University student, said that she usually saw people climb over barriers to cross from Nga Tu So Market to the other side instead of using the footbridge.

"I'm sometimes startled by people suddenly running out in front of the Nga Tu So overpass. It's too dangerous," said Trang.

According to HCM City's Road Safety Committee, last year, 59 traffic accidents, accounting for 5.25 per cent of the total number of cases in the city, were caused by pedestrians, killing 42 people and injuring 17.

Under the draft, fines for motorbikes, cars, coaches violating traffic laws are also set to increase.

Software market 2010: break-through expectations

VietNamNet Bridge – If 2009 was a year of difficulty for Vietnam’s software industry, 2010 is considered the year of expectation.


Though 2009 was not a good year for Vietnamese software companies in Japan, it is still considered the strategic market for 2010.

The revenue of FPT Software, one of the biggest software firms in Vietnam, comes mainly from Japan. Many other firms also see Japan as their key market.

“Japan is the most important market of FPT Software,” confirmed FPT Software Deputy General Director Nguyen Lam Phuong.

Pham Tan Cong, Secretary General of the Vietnam Software Association (Vinasa), remarked that, in Japan, “Vietnamese companies are their most favorite partners. This is a good foundation for us to expand into the Japanese market”.

Nguyen Anh Tuan, deputy director of HCM City Department of Information and Communications, reported that prospects for the software industry are very bright this year. “We hope the industry can regain its growth rate of 2005-2008,” Tuan posited.

Ngo Hung Phuong, general director of CSC, a big software company, maintained: “I believe that the software industry can grow at 40 percent this year”.

An official from TMA, another big software name, revealed that “We have received many big orders since late 2009. We are seeking new clients and improving our competitiveness for sustainable development in 2010 and the future”.

Many base their beliefs on signals of the national economy’s recovery to conclude that 2010 will be a bright year for the software industry.

“We didn’t set specific targets for 2010, but it will be a year of strong development, at least at the same level with previous years when our company developed favorably,” predicted TMA Deputy General Director Tran Manh Hong.

Ten years ago, the IT and software industry was defined as Vietnam’s key sector and in 2009 the Government approved a plan to turn Vietnam into a powerful IT country.

Vinasa Secretary General Pham Tan Cong praised these policies as bringing about opportunities for the software industry.

“Vietnam is among ten countries that are prestigious for software processing. It is difficult for Vietnam to have a position like India. but we must strive to rank just behind them,” proposed Ngo Hung Phuong, general director of CSC.

Chom chom is exactly 紅毛丹, vuon chom chom is 紅毛丹 garden. Maybe it's not a garden, it's a farm or sth like that. And those kind of fruits gardens/farms have become many famous tourist attractions all around Mekong Delta.

"Diem du lich" = travelling spot/sight seeing spot/tour attraction.

Want climbing up the stairs towards my block of flat just now... when I noticed that 30 m away got a girl squatting under the void deck, in the middle of nowhere and fiddling with her fingernail. When I passed by her, I tactically glanced downwards, hoping to see some down-"t-shirt".. heh heh... but, alas... can't see anything. then as I was walking away from her, heard another pair of voice talking in a language that I'm very very sure is TV.

Dear bro,

"dua nao" = anyone. "Dua" is the way to refer to sb without respect, often used to be a 量词 of friends, children, who the position is lower than the teller. Using "dua nao" here instead of "nguoi nao" is showing her attitude, maybe she thought that she has become someone close to you.

"luon" = also, too, by the way...

"lam mai" = matchmake, means that she would be a matchmaker to introduce her friends to your friends, whising they could be a couple
