ICA banned is baed on passport number. Especially in the case of chinese as they cant track by name given so many people having same name. Also, in China, some people holding dual identity card or passports so if banned, they may use their other passport. this is some of the loopholes when having such a big population and conventional system.

from what I know, if she served prison term here, unless she has blood relations, ban is life time ...
