I spent quite much time in Sihanoukville in May. Chinese have totally screw up it. They have paid 150-300USD for local/Vietnamese girls for a night. Now more or less same girls available around 50-70USD for same services. Couple of KTVs open in low profil, but still too expensive 120USD for drink and room packet.
Fortunately I have some Khmer contacts directly to girls so I had couple of times fun.

Some update from Phnom Penh. 130th and 136th street most bars are open. Inside playing music but not too loud. Girls available same prices as before which much less than in Sihanoukville. At least in my case girl was willing start spent night in bed already 8pm and served well till morning.

Foreigners to be charged “$3000 deposit” for C-19 quarantine, tests

The government has decided to charge all foreign visitors for lab testing, medical treatment and accommodation under health measures to prevent a second wave of COVID-19 (C-19) transmission in the country.

Under the Kingdom’s health measures, all travelers, both Cambodians and foreigners, who travel to Cambodia will be transferred from airports to waiting centres where COVID-19 swab tests are done. They are required to remain at the centres until the test results are released.

Haven't been to 136 area for nearly 3 months already. But 3 months back when covid was starting to get awareness and many chinese/ang moh flew back they started price at $80. And managed to nego to $60. I hope this is still the case. Thinking about checking out 136 again since the situation here seems to have toned down alot...

For Singaporean who are stuck in Phnom Penh, there is a flight SQ191 departing Phnom Penh tomorrow 21/06/2020 @ 1235 hrs.
You cant find this flight schedule on their SilkAir website, you need to go SilkAir office in Phnom Penh physically to purchase it.

I can speak some Khmer so normaly no negation about price. 40-50USD for 136th street girls is quite ok for all night. Sihanoukville prices are double.

Every night there are a couple hundred pretty hot girls all sitting outside along the street and the patrons are almost exclusively Chinese. I think half the girls are Chinese too.

Interesting that it got busted considering it's the most obvious and popular place to get P4P besides the cheaper Chicken Farm located on these two roads:
