Storm Togake to cause rough seas off Vietnam’s coast

TUOI TRE NEWS
UPDATED : 11/26/2016 10:07 GMT + 7

Tropical storm Tokage is expected to enter the East Vietnam Sea around early afternoon today, November 26, but is not likely to leave severe impacts on the inland areas, the national weather agency said Friday.

The storm, which formed east of the Philippines on Thursday, is forecast to be about 450km to the east-northeast of Vietnam’s Truong Sa (Spratly) at 1:00 pm, packing winds of 60-90 kph, according to the National Center for Hydro-meteorological Forecasting.

The center, however, noted that storm Togake is unlikely to have direct affect on the mainland areas, only causing rough seas in the north and central region.

Still, coastal provinces and cities from Da Nang in the central to Khanh Hoa in the south-central region are forecast to be lashed with squalls and downpours of rain between November 29 and December 4.

Meanwhile, northern Vietnam will be hit by another cold spell early Saturday, with temperatures as low as 14 to 17 degrees Celsius.

In Hanoi, temperatures could plummet to 15 to 17 degrees Celsius, and in mountainous areas, as low as 8 to 10 degrees Celsius.

Once peaceful, Sa Pa is now a massive construction site (photos)

TUOI TRE NEWS
UPDATED : 11/26/2016 12:00 GMT + 7

Sa Pa, a famous resort town in the northern Vietnamese province of Lao Cai known for its tranquil and romantic atmosphere and marvelous natural landscapes, has been turned into a massive construction site, with numerous new hotels and buildings being built.

Tuoi Tre (Youth) newspaper has visited the world renowned town last weekend, only to see the area filled with noise and dust from a number of construction sites, and piles of construction materials put across streets.

There are several short streets where three to four construction units are underway, and tourists tend to be woken up early in the morning thanks to the irritating sounds of drills, running trucks and concrete mixing machines.

At the Phan Xi Pang Street in the town’s central area, several tower cranes are seen amid the construction site of a major hotel complex. A few hundred meters away from that site is where three different hotel projects, each with five to eight stories, are being built.

On Cau May Street, sitting behind the headquarters of the town’s administration, a multi-story building is also under construction, and around the central lake of the town now lie piles of bricks and concrete blocks.

Visitors to Sa Pa can now hardly experience the tranquil atmosphere the town used to take pride in, as the sound of construction will annoy them day and night.

Vietnam military mobilizes 180,000 personnel, aircraft, ships to cope with storm Tokage

TUOI TRE NEWS
UPDATED : 11/28/2016 11:16 GMT + 7

The Vietnamese military has put nearly 180,000 people, aircraft, ships and other equipment on standby to cope with the influences of a storm forecast to cause rough seas, flood, and land subsidence this week.

About 179,276 soldiers and paramilitary men are now ready to help local governments and residents along the coast to cope with storm Tokage brewing in the East Vietnam Sea.

The military has mobilized 16 ships, 46 boats, five aircraft, 686 cars of multiple types, 33 specialized vehicles, over 1,600 tarpaulin house sets, 30,000 life jackets, and other equipment for any rescue missions.

As of Sunday afternoon, the defense ministry had ordered border soldiers along the coast from Quang Binh Province to Ba Ria-Vung Tau Province to coordinate with local governments and residents to inform 58,000 ships and 380,000 employees of the developments and path of the storm.

Almost 1,200 ships and 10,000 employees are operating in the middle and north of the East Vietnam Sea, including Vietnam’s Hoang Sa (Spratly) archipelago. Others are fishing or anchoring along the coast.

Storm Tokage is forecast to weaken to a tropical low-pressure system, causing rough seas in the northern part of the East Vietnam Sea, including Hoang Sa, on Tuesday night, weather forecasters said.

At 7:00 pm on Sunday, the storm was striking an area 650km east of Hoang Sa, packing winds of 75-100km per hour.

The storm will move west-southwestward at 10-15km an hour in the next 24 hours, brewing 380km east of Hoang Sa at 7:00 pm on Monday night. Winds of up to 60-75km per hour are predicted near the storm’s eye.

In the following 24-48 hours, the Tokage will head west-southwestward at 15-20km per hour before weakening to a tropical low-pressure area.

At 7:00 pm on Tuesday night, the center of the low-pressure system will be 260km south of Hoang Sa, carrying winds of up to 40km per hour.

The northern part of the East Vietnam Sea, including Hoang Sa, will be hit by strong winds, rough seas and high waves due to the tropical low-pressure system.

The region from Da Nang City to Khanh Hoa will experience heavy rain from Wednesday to Friday, possibly accompanied by flash floods and land subsidence.

Later, rain will strike the area from Nghe An Province to Thua Thien Hue Province

Cambodian major nabbed for smuggling gold into Vietnam

TUOI TRE NEWS
UPDATED : 11/27/2016 12:00 GMT + 7

A major-ranked border security officer from Cambodia has been detained for smuggling nearly 20 kilograms of gold into Vietnam.

Major Rim Ri Linh, 50, deputy chief of the border security office in Phnom Denk, Cambodia, has been arrested for transporting 19 kilograms of gold into the southern Vietnamese province of An Giang, Huynh Ngoc Ho, head of the Customs Department at the Tinh Bien Border Gate in An Giang, affirmed on Saturday evening.

The Cambodian officer dressed in his uniform drove his automobile from Cambodia to Vietnam on Friday evening and did not stop to finish paperwork regarding his immigration.

Customs officers at the border gate coordinated with provincial police to seize the suspect as he was heading to Tinh Bien District, An Giang.
The smuggled products included 18 24-karat gold bars worth over VND17 billion (US$753,563), officers said.

According to Major Linh’s statement, he had accepted the offer of a Cambodian man named Ti to transport the gold to a Vietnamese woman in Nha Bang Town.

The Cambodian major also admitted to committing thee other gold smuggling in November, with the exact amount remaining unclear.

During an interview with Tuoi Tre (Youth) newspaper, a gold specialist stated that smuggled gold is often sold to local citizens or used to produce jewelry.

As gold prices have been high in Vietnam in the past years, many locals decided to buy smuggled gold instead.

The contraband precious metal is often melted into raw gold before being distributed to local gold shops and buyers.

According to the director of a Ho Chi Minh City-based gold company, gold distributed by major local firm SJC currently sells at VND35.71 million (US$1,582) per ounce while raw gold is offered at VND33 million ($1,462) per ounce.

Vietnam slaps higher fines on people peeing in public

By Vo Hai November 28, 2016 | 02:13 pm GMT+7

Get ready to empty your wallet if you want to empty your bladder in public.
People who urinate in public will be fined VND1-3 million ($44-133) from February 1, 2017, according to a new government decree.

The fines have been raised significantly from the current $9-13.

Public urination is nothing strange in Vietnam, where there is an acute shortage of public toilets.

Phuong Luong, a VnExpress reader, said: “Frankly, I don’t want to pee in public but I still have to as I can’t find any public toilets, but I also want to be a civilized citizen.”

Data from Hanoi’s Department of Construction shows that the capital has 340 public toilets, but two thirds are located in residential areas and only 100 are situated along streets or at entertainment facilities.

Ho Chi Minh City faces the same problem with only 200 public toilets serving the needs of its 10 million residents and the 5 million foreign tourists that visit the city each year.

In the first seven months of 2016, Ho Chi Minh City penalized more than 1,500 people for urinating in public. Those who committed the act for the first time were fined $9 and ordered to clean up their mess.

The higher fines have met with public approval but many say that more toilets should be installed before the new decree comes into effect in February.

Poor hygiene make Vietnam less attractive tourism destination: survey

By VnExpress November 28, 2016 | 02:09 pm GMT+7

Hygiene-related incidents have been reported at many lodgings, including four-star hotels.
Low quality, hygiene and sanitation are the biggest turn-offs for travelers in Vietnam, according to a recent survey conducted by the Hanoi-based Institute of Tourism Development Research.

The survey polled 1,470 tourists, including locals and foreigners, to gauge the factors that influence the country’s tourism competitiveness.

The survey showed that travelers are most likely to be turned off by tourism destinations and accommodation where hygiene and sanitation facilities are inadequate and of poor quality, said Nguyen Anh Tuan, the director of the research institute.

Nguyen Thanh Binh, a senior official at the national administration of tourism, admitted that sanitation and hygiene are an important factor for many tourists when it comes to choosing their destination.

She added that despite being equipped with modern amenities, many lodgings, including four-star hotels, have reported hygiene-related incidents.

The number of foreign visitors to Vietnam is well on track to top nine million in the first 11 months, up 25.4 percent from a year ago and already surpassing the full-year 8.5 million target for 2016.

According to the General Statistics Office, foreign arrivals to Vietnam in November are estimated to reach more than 926,000, up 14 percent from last month and 25 percent from last year.

Official statistics show the tourism sector accounted for 6.6 percent of Vietnam’s gross domestic products in 2015. This figure is expected to jump to 10 percent or more, making tourism a driving force behind the country’s economic growth.

Vietnam jumped five places to 75th among the 141 countries on the World Economic Forum’s Travel and Tourism Competitiveness Index for 2015.
