I think the government wants to control rather than to eradicate. Singapore is so small, if they really want to do it, they can simply sweep all those ladies away in just few weeks time. All they need to do is to take action against the costumers, like how they've done to those who buy the illegal cigarrates, those who visit the illegal gambling dens, etc.

As the legal brothels do not pay tax, I doubt the government really care about whether they dead or alive.

However, I loving visiting illegal prostitutes located in the residential areas so much better. You know... less commercial feel.
