The arthroscopy will reveal the extent of the damage and you should be conscious throughout the op if LA is done through the spine. Hopefully the damage is minimal and you do not lose the whole piece, otherwise without the meniscus, I'm afraid OA will set in when you age...and may need TKR later on. You should be out of the hospital in a day or so with full recovery in 2 weeks time with proper physiotherapy
With regard to the Tonsillectomy, I would advise that you seek a second opinion. Removal of the tonsils will bring relief to the frequent sore throats and inflammation you are suffering now but you may be susceptible to Lower Respiratory Tract Infections later on, since there is no more "filter" in your throat.(The inflammation you are experiencing now with your tonsils is due to its effectiveness in filtering and entrapment of harmful bacteria).
