there was once a police car creep next to my car with the headlight off! Then suddenly the police turn on his blinker and blast his horn. We got a big shock cos we were fully naked!

Actually, public indecency is a crime (if I'm not wrong). They don't need your neighbour to file a case. They will however need your neighbour to be a witness to proceed with the case. Either the officer twisted the words or your neighbour misunderstood. He may have asked if your neighbour wants to make (instead of file) a case of it. If yes, be prepared to go court, be witness, etc.

Since it is opposite block etc, the case may not be easy to persecute... like another bro who posted earlier, he went to court with photos to prove the area was too dark, cannot see, etc and he got away with it. Basically, don't waste time and resources on something doom to fail. The most important is that they showed up, "chased away" the offenders and make sure the neighbourhood don't become an indecent area.

So in TS case, if the police wanted to, they could have arrested him for a crime.

If after 10 days from d day of the incident, you did not get any summons then you are safe.
