Some more options:

4. Nha Nghis in Tay Ho area. Mainly in To Ngoc Van. Just walk along the To Ngoc Van around 9 pm and you will have guys calling you into them. Cheapo fucks. Some rare gems can be found as well. Like Geylang. Pick Girl and get your relief. For foreigners prices start from 500K.

5. For the Massage parlours, you can also visit those Tam Quat that you can see at most places in Hanoi. Mainly in Thuy Khue street (before and after somerset westlake). If you see conservatilvely dressed masseues in the shop, your chances of a HJ or BJ is very slim there. On the contrary if you spot liberally (read revealing) dressed girls. This is place where you for sure get HJ and BJ (depends on girl). Prices are generally 100K VND per session. Sometimes, you can take two girls. Girls generally allow auto-roam and allow complete access to top.

None of the 4 and 5 stars hotel are girl friendly. 3 stars *some* are girl friendly. If you want to ensure gal friendly hotels, go to the budget hotels, plenty in the Old Quarters area.
