Singapore Citizens don't need to pay for any visa fee for all category of Thai visas- Transit, Tourist or Non Immigrant O/B/ED at any Thai Embassy or Consulate. It is free under some agreement.

Yep its true. All my non-immigrant visa's were free when I applied in Thai embassy in Singapore

Just ask any thai embassy / consulate. Singaporeans under 'Gratis' scheme together with nationals of 3 other countries

The visa sticker will show fee as O or in the case of visa stamp a big "Gratis" will be stamped.

That being said, Elite visa is not under "Gratis"

Yes Non Immigrant O-A (Retirement visa) is free too.
