If you get 25 pts, you will get rep power of 3 and not 1 becos you join in July 2005. You get 1 rep power for every year of membership and part thereof.

Your rep power should be 3 now but it is 0 becos you have less than 25 pts.

The same happens to Bro 3pots above. His rep power was 0 one week ago when his posts was below 10.
Now his rep power is 2.

You will get rep power of 1 immediately if you get 25 pts. No need to wait few months later. The requirement is 25 pts and 10 posts. Rep power depends on your years of membership. You will get 2 rep power in July 2008.

If your membership is

less than 1 yr - you get 1 rep power
1 to 2 yrs - you get 2 rep power
2 to 3 yrs - you get 3 rep power

and so on.......

Hi bro Most_Enchanted... please read this thread from page 1 all the way to the last then you will have a 'better' understanding about the system.

In summary, you need to get at least a minimum of 25 points plus 1 year anniversary of your membership in SBF, so that you will have power 1. When you have power 1, you can award/deduct only 1 point to anyone whose post is not more than 2 days old.

In other words, if your membership to SBF is 2 years, and as long as your points is not below 25, you will have power 2 to award/deduct 2 points. The more years you have in SBF and as long as points not below 25, you will have power according to the number of years in SBF to award/deduct accordingly.

Hope my summary helps you understand how this system works.
