Parliament: Overpayment of volunteer cops a procedural error, says Shanmugam

SINGAPORE - The case of volunteer police officers receiving larger allowances than they should have was not one of public officers making decisions and deliberately bypassing the minister, said Home Affairs Minister K. Shanmugam.

Instead, it was "fair to describe what happened as a procedural error", Mr Shanmugam told Parliament on Monday (Aug 15) in response to questions from Mr Desmond Choo (Tampines GRC) and Mr Low Thia Khiang (Aljunied GRC).

The officers have been spoken to about their mistake, he added, referring to the lapse flagged by the Auditor-General's Office (AGO) in its latest annual report.

The allowance rate for part-time officers under the Volunteer Special Constabulary had been raised to $3.60 an hour in 2008, 80 cents above the rate stipulated by law.

The deputy commissioner of police and permanent secretary for home affairs approved the hike despite not being authorised to do so. Instead, approval should have been sought from the minister for home affairs.

Teenager gets probation for sexually abusing two welfare home residents

A 16-year-old who urged a judge not to send him for reformative training for sexually abusing two young residents at his welfare home got his wish on Monday when he was placed on probation instead.

Despite the teen's high risk of re-offending, Principal District Judge Bala Reddy gave him a chance by granting him 24 months' probation after hearing that the boy was receptive to his mother's supervision.

The teenager, who cannot be named, had pleaded guilty to two charges of causing an 11-year-old and a 12-year-old boy to perform a sexual act on him, and one charge of sexual exploitation of a child.

The court heard that at about 11.45pm on Oct 31 last year, the accused got an 11-year-old boy from the dormitory bed next to his to perform sexual acts on him in a toilet. The victim told welfare officers what had happened.

Super fucked up!!!

It's damn well known sexual abuse takes place in these homes for years.

Those who know rather go jail than go to homes.

And those stupid parents who thinks garbagement loves n protects them n send their kids to homes might as well throw them into a boiling volcano or send to isis to b human shields or join their rape camps

In Australia, people in big trouble for letting abuse or sexual abuse of minors take place in homes n camps.
