her number starts with 0128, so i should text +84128xxxxxxx right?

i received the msg... so by replying straight to the number it should be correct, isn't it? but i keep getting not delivered...

Yes correct, always take away the zero in front and put +84

Many possible reasons, sometimes it could be our "smartphone" not so smart, sometimes it could be their network, just put the number into your contact list as +84128....... and then write a new text message to try again
