昨天市质监局发布《美发美容行业经营和管理技术规范》、《沐浴、足浴行业经营和管理技术规范》两项上海市地 方推荐性标准，并将于12月1日起正式实施。这两个行业地方标准的实施在全国还是首创。其中对容易引发丑恶 现象和治安问题的男女按摩房，特别规定其门锁开关应装置在室外，不得装有反锁装置。
近年来，上海美发美容、沐浴足浴行业发展迅速。去年与2002年相比，上海美发美容店增加32.6％，沐浴 企业和个体工商户增加38.3％，足浴企业和个体工商户增加近5倍。
盲目和过度发展，使得美发美容、沐浴足浴行业内普遍存在服务水平低下的低端服务网点，违规违法现象频繁发生 ，并引发了许多丑恶现象和治安问题，如使用假冒伪劣产品；无照经营、一证多用、一照多点；滋生“黄、赌、毒 ”等非法活动等。
据悉，标准分别规定了网点开设的程序和条件，经营服务场所、设施、卫生、环保、管理和业务技术 的基本要求。
　　《美发美容行业经营和管理技术规范》规定
　　●烫发、染发应设单独的操作间或操作区域，毛巾和用具应分开使用和清洗消毒后分类存放。
　　●美发美容工具应做到一客一换一消毒，并应用紫外线消毒。
　　●美发店应有供头癣患者专用的理发工具箱，并有明显标志。
　　●提供美发服务的店应配备2人以上具有国家劳动部门颁发的美发师《职业资格证书》的从业人 员。
　　●从业人员应持《健康合格证》。
　　《沐浴、足浴行业经营和管理技术规范》规定
　　●足浴店内公共用具消毒间、储藏室、卫生间、更衣室等区域不得设暗间。
　　●浴场沐浴区域应设置两种浴种以上的浴池和冲淋设施。
　　●桑拿中心沐浴应有相配套的休息厅（室）、包房、按摩服务场所及其它服务设施。
　　●按摩服务场所应有明显的标志，按摩房内不得安装调光开关。
　　●按摩室的墙、门上应有透明玻璃，从室外向内观察无死角，不得装有妨碍视线的门罩、窗帘及影响视线的粘 纸或图案。
　　●男女按摩房门锁开关应装置在室外，不得装有反锁装置。
