I think there should be no problem to ask a driver but I personally have never done it. Maybe other bros here tried before.
The starting meter is RMB10, it is then RMB2 per km. After 11pm to 6am it starts at RMB13.

Personally, I don't think it is safe to do so, eventhough Shanghai is one of the safest city in China, unless you are a risk taker. IMHO, just scroll back a few pages you can get the answer you want.
