Any good SPA to visit in JB other than HV and VIP?

The staff there are chinese speaking ah bengs who speak very little english. They can only communicate in chinese, malay & vietnamese.
To avoid misunderstandings..... hence they do not accept non-chinese unless these other races can speak chinese or are accompanied by chinese friends.
I have seen indian bro who speak fluent mandarin getting entry.
I have also seen chinese singkie who cannot speak simple chinese getting ignored and cursed by the staff. Finally some other customer took pity on him and help translate to the staff.
This applies only to VIP spa.

Afaik all the other hotel spas accept all races as their staff are more professional and better educated.

Actually it makes sense for them to operate this way.
No point having customers who cannot communicate with your staff and then end up chicken & duck talk.

It's fine if you do not accept non-Chinese speaking customers, but to outrightly curse your customer for not being able to speak Chinese is a red flag for me.

Some spas I've been to that had no English capable person at the counter would actually put in the effort to find another staff that can speak English to accommodate me and some just simply said "No English". The latter doesn't really bother me though, I can just find another spa instead of wasting each other's time.

if want clean spa, can go those inside shopping mall's like KSL/city square/aeon mall...
and ofcuz the outside most popular bkk spa (2 outlets) always fully booked every weekends

for boom boom, current lineup only vip & HV have more girls selections.
if not in the hurry, can wait for further more spa's to open up.
current supply still not enough to cater for all sgreans

The Bangkok Spa chain has ceased operations...... so which are the 2 outlets you referring to?
Situation now in JB is very different from pre-covid times.... many empty shops inside the malls. Even the popular malls like KSL/City Square/Aeon are like ghost towns with hardly any shoppers on most days.
The only businesses thriving are the spas / fuckshops & the petrol stations.
