That is news to me.... which regulation is that? As far as I know, WLs can patronize legal casinos just like everybody else unless they have been put on an exclusion order.

No legal restriction on WLs entering the casinos, all they have to produce are their PRC NRICs. However, the OKTs advise their WLs to avoid gambling in the casinos to protect their hard-earned $, oso any incidents AV may close the house. 1G Lele, Bao Bei & Ying Hua are supposed to have lost a fortune at RWS.

WLs can always use fake passport to re-enter S'pore anytime, why they'd wanna return here is a mystery as it'd be their nightmare for most of them, os very embarassing to encounter any ex-customers. ICA's tightened up a bit since tho after the Bing Bing debacle earlier this year.

There's some inroads into the matter now,,,, Yes! i would think that nobody are barred from entering the casino unless exclusion order,,, dubious background and charged in court and sentenced with a crime , bankcruptcy, taking subsidies from the government or other charity organizations etc are they refused entry into the casinos. The WLs can actually step into a casino as anyone of us, just bring along their passports if foreigner and ics if locals and you can enter after paying levy for locals and scanned in your ic and foreigners just show their passports, simple as that. The fact that the OKTs have held onto the WLs passport until they leave Singapore or only when they go for necessary Immigration or Anti Vice counselling if any are and also remittances sometimes they need those but most times it is unecessary thus the passports are always held with the OKTs, so how to enter casino and they usually paint a very scary scenario to the WLs so much so that most of these WLs dont even dare to go close to the casino entrance ie the detector eye surveillance system would record them etc. thus most if not all the WLs dont go to the casinos and Bro Bong,,,, what happend to this BING BING case,,, care to narrate ? I think your statistic is very screwed if your statement is a sweeping statement. Here is an example. Texas Hold'em is gambling is a skill set game. You choose when to enter the pot and how much to enter the pot by. The house only takes the rake. Hence, if I wait for the best 3 hands, ie, AA, KK, QQ (all suited) and AK suited, the probability of me walking out a winner is higher than most. The problem with this approach is that you enter the pot damn slow. There are grinders in our casinos and they do make a salary out of it. So care to tell me how he/she is a BigCannonFairy?
