When you say behind CIQ, is it the road where the buses are park to pick up passengers? Not sure of the exact location.

I think so. The place with a lot of taxi waiting too. You tell one of the guy where you want to go. The guy will quote you the price. If you accept the price you have to pay first and he will issue you a ticket. Then you board the taxi and he will bring you there no need to pay anymore.
