Petting with a minor (no anal, vaginal, oral sex) so long as both parties are willing(the girl is of sufficient maturity for her age to udnerstand what's she doing), is not an offence and its done in privacy out of public's view.
For the police to go for obscene act:

Whoever, to the annoyance of others —
(a) does any obscene act in any public place....."
So where did ur friend and the girl petted?
