What's this on my penis glands?

I have a white patch (covering 20%of penis surface) appearing on my penis (with foreskin) recently. I assess the White patch appeared because of the moisture retained by the foreskin.

This only happened recently and I did not change sex partner recently.

I am thinking it could be a pre-diabetic condition, thrush, yeast, genital wart or worse. HPV.

The white stuff like yeast can be rubbed off. But the remaining skin is somewhat damaged from the rough rubbing to remove the white stuff. You can see from the image.

*It does not look like flat warts

When my penis is erect, you can't tell that the whole penis glands is smooth, you can't tell the damaged skin is there apart from the color.

I intend to go visit a doctor once I'm back from my overseas trip.

Btw. This thing also appeared before 14 years ago but dissapeared after I rubbed the white stuff off and a few days of good hygiene. But this time it seems it's taking longer.
