I can say most Khmer dun have license to ride. In PP accident with a bike, consider u are very unlucky. They have no license, no insurance n no money.
Without license n when stop by police, just pass 0.5 or a dollar to them n u can carry on with your route.
This money is their bonus... else who wants to be a low rank police man and further they are top of hate list.
