What can i do except to prepare myself for any unforeseen circumstances thru the eyes of other bros experience. However, I always do try my best not to have any conflict with the Batam law and its law enforcer.
For me,its better to be safe than sorry. And in the unlikely event i have to be sorry,i know at least the little i can do which is better than nothing. Of course,i know that if i wish to be 100% safe,i will have to stay at home,hehehe...then again,i have at least tried my best (to learn) to be as safe as possible when i am travelling.

That's more than a question,bro...hehehe...
1. Tanjong Pinang is part of Bintan island and Bintan is bigger than Batam if you look at the map.
In the previous Batam thread, there was a saying i remembered vividly that Tanjong Pinang was a God Forsaken place for cheonging. Not too sure about the cheonging scene there but according to recent news article, that place is now not cheap...quite a handful of resort meant for holiday goer. Girls wise,i heard you will need people there to bring you around and its not as safe as Batam/Balai.
2. Batam and Balai. Some bros who joined me in my group trips has some experiences with Balai. They shared their experience with me. Most find that Balai culture on booking girls were simpler and more down to earth. Runaway girls almost non-existence. One of the main problem is their custom, they are more corrupted than those in Batam. Lots of bros has enjoyed Balai, lots of bros has also enjoyed Batam. Balai however is a smaller town where its not as commercialized as Batam (even slower pace than Batam). And Batam has more choices when it comes to Massage, food and shopping. Girl pricing,in all overall collected info,Balai should be a little cheaper (in my own judgement, about 10%) and should have about the same quality type of girls (comparing SYT to SYT level,Balai should be a little cheaper). But you will have to take the 1st ferry to get the best choice. Service standard-wise,when it comes to girls..it is always about luck anywhere. One more thing,Malaysia is nearer to go to Balai than Sillypore to Balai. So Balai technically has more Malaysian cheongster than from Sillypore. A regular Malaysian is at most time a better bargainer than a regular Sillyporean too (my own perspective). Is that why Balai is a little cheaper? Not too sure. Hehehe...
Of all places you ask about, you missed out on Tanjong Batu,hehehe...well,of course this would not be the right thread to talk about it. (i have never been there...lol,i do hear quite a bit about it tho)
For your info, beside the Batam thread,i also followed the Balai thread too. And the information i collected as below :

Green stars, dirty massage, can order back to room, and 80% of time, they provide special, price wise depend on your nego skill.
one clean massage along that road, clear glass door, my friend tried say not bad
outdoor food court not much stall, zhi cha there nothing to shout about, but its windy and nice place to chill
Why I like Balai, everything is simple and close to each other.
Btw, as always said. want night life and cinemas, go batam, want relax and do thing come balai
