The PA (chairman Cotton Chan?) was set up to educate the population on govt policies.
BUT was converted to a loose group of rougue selfish businessmen to gain access to MPs,
get advance info on potential future govt polices. They were also meant to be "spies" and
to get feedback on govt policies to their masters.
