Does not look like herpes is the rash painful? Herpes outbreaks usually cause a lot of pain especially the first one.

Initially they were itchy, now there is no feeling, just flat bumps.

does not look like genital herpes. if it is herpes you almost will always feel soreness on one side of the tigh and the bubble are bigger

Probably just a rash. If it does not go away in a couple of weeks see a doctor for a proper diagnosis.
