What are the steps and documents needed to marry an ATB ?

Do i submit all her info and mine to ROM first ? Then get her to come to SG (on what visa) ? ATB is in China at the moment. Got come here on tourist pass before.

Siao liao must apply for tourist visa for her to come SG first then ROM.... she got deny entry before .... chances of marrying her is slim :(
