Does not look like spam to me. It's loads of nonsense one liners but it's not advertising anything and it's not vulgar.

While "in" is not wrong "on" is the norm.

This comes from the good old days where lists were physical in nature ie on paper.

Names or items were therefore add ON (to) the list not "in".
