SINGAPORE: Cosmetic surgeon Dr Martin Huang was fined S$10,000 and censured after a teen patient complained of his actions ahead of a scar revision procedure in 2010, the Singapore Medical Council said in a press release on Tuesday (Dec 29).

The SMC complaints committee charged that during a pre-procedure review, Dr Huang "failed to treat the patient with courtesy, consideration, compassion and respect and to protect her right to privacy and dignity", and failed to adequately inform the patient of specific requirements for the pre-procedure review on Nov 29, 2010.

The patient was 17 years old at the time.

Dr Huang originally pleaded not guilty to the charges during the inquiry convened on Oct 5 this year, before switching to a guilty plea on the first charge on Oct 28, with the second charge taken into consideration during sentencing.

The SMC disciplinary tribunal censured Dr Huang and fined him S$10,000. The plastic surgeon also had to give a written undertaking to the SMC that he would abstain from any such conduct.

Dr Huang had to pay 70 per cent of the cost of the proceedings, including solicitor costs.

According to the SMC, Dr Huang said that when taking photographs of the patient in the operating room before the procedure, she was asked to remove all her clothes, including her underwear, and put on an outer and inner gown, as well as disposable underwear.

When Dr Huang entered the operating room, he asked the nurse to remove the patient’s inner and outer gowns. The teen felt uncomfortable and asked to put on her brassiere, a request Dr Huang agreed to.

The teen was then asked to remove the disposable underwear, which a nurse helped her to remove, leaving her naked below the waist. "Dr Huang did not show any concern of the deep emotional trauma and distress the patient felt at that time," the SMC said.

The tribunal found Dr Huang’s conduct to be a "serious offence", and said a clear message should be sent to the medical profession that "treating a patient with courtesy, consideration, compassion and respect and offering the right of privacy and dignity is required of all medical practitioners".

It added that that the sentence imposed on Dr Huang was intended to deter similar misconduct and to "uphold the trust and respect the society has for the medical profession".
