SINGAPORE: A 61-year-old man was sentenced on Monday morning (Nov 2) to 10 years' jail for killing his wife by strangling her at their Choa Chu Kang Avenue 2 flat.

On Aug 8, 2013, Chinese nationals Hu Zi Qing and Mdm Liu Bijiao, 42, got into a heated argument at about 4am over Mdm Liu's refusal to return to China with her husband.

When Mdm Liu started shouting at Hu, he covered her mouth and squeezed her neck to keep her quiet, so as not to wake their housemates and neighbours. Mdm Liu's stepdaughter, who also lived in the flat, heard her screams and called the police.

Mdm Liu was pronounced dead at the scene at about 4.30am.

Deputy Public Prosecutors Sellakumaran Sellamuthoo and Sarah Shi sought a jail term of at least 12 years, while Hu's lawyer Chua Eng Hui submitted that seven to eight years would be sufficient. Mr Chua cited psychiatric reports which said that Hu suffers from mental illness, and that he "lost control" while arguing with his wife.

DPP Shi told the court that mental illness cannot be used as "a blanket excuse", and also noted the injuries inflicted on Mdm Liu by her husband. Almost every area of Mdm Liu's body was "covered in bruises" and she suffered a neck fracture, the DPP said.

For culpable homicide not amounting to murder, Hu could have received life imprisonment or up to 20 years' jail and caning.
