A reader sent the following information to TR Emeritus. It’s a brochure
advertising the Mid-Autumn celebration in Sembawang at Woodlands Crescent Park
on 27 Sep, 16 days after the 11 Sep General Elections (GE).

The Guest-of-Honour is Mr Khaw Boon Wan, the National Development Minister
before Parliament was dissolved.

Mr Khaw seems to be very confident of winning this GE and retaining his
ministerial position in the National Development Ministry, as suggested on the
brochure below:

The reader told TRE:


It looks like Khaw Boon Wan has already won the battle for Sembawang GRC
General Election 2015 before it even get started this Friday, 11th September
2015.

He is so confident of his result that a Mid-Autumn Festival Celebration
will be held on 27th September 2015 at Woodlands Crescent Park with him as a
Guest-of- Honour (Grassroots Adviser, Minister for National Development).

Such information could be found at all Sembawang GRC Residents’ Committee
Notice Boards.
Not Minister also can be adviser

Note that if Mr Khaw loses the GE, he would not be eligible to hold any
political appointment but certainly, under the control of the PAP government
(assuming it is still the government after GE), it would continue to appoint any
“losers” to become the grassroots adviser under the People’s Association
(PA).

This was the case in Hougang when PAP Desmond Choo lost in previous elections
but continued to be appointed as “grassroots adviser” of Hougang.

Being the grassroots adviser, the person would have tremendous influence on
grassroots activities in his ward, affecting grassroots expenditure there.

In the FY2015 budget, there was a 51.3 per cent jump in the PA’s expenditure
estimates to more than $1 billion.

Mr Lim Swee Say, also the Deputy Chairman of PA, said that the increase in
expenditure is for PA to “promote community bonding in Singapore” [Link (http://www.businesstimes.com.sg/government-economy/higher-budget-estimates-for-peoples-association-is-to-help-community-bonding-lim)].

Of the $339.6 million or 51.3 per cent increase in the PA’s estimated
expenditure, $239.3 million (70.5 per cent) is for the development of facilities
for residents’ use.

These include the building of the Tampines Town Hub, construction of nine new
community centres (CCs) and two Water-Venture outlets as well as the upgrading
of 28 existing CCs under its 15-year upgrading cycle, said Mr Lim.
