Recently, netizens have been revealing so many foreigners with bogus degrees (http://therealsingapore.com/content/netizens-continue-expose-more-fake-degree-holders-spore).

One of my friend who works in the HR dept of a statutory board laments that Singaporeans are subjected to Category 1 clearance while foreigners can get a free pass on bogus credentials.

For those who don't know, all prospective job applicants applying to civil service jobs have their particulars sent to various other government agencies including the Internal Security Department.

The process takes about 2 weeks, so that's why sometimes, when you ask HR how long it takes for them to get back to you, most HR ladies always mention '2 weeks'.

For males, it is even more troublesome as ISD will communicate with MINDEF to make sure you are of a good character and conduct during your NSF days and they also do social media checks on you.

Foreigners are more evasive. How do you do a Cateogry One clearance on a foreigner when his home country authorities may not even want to divulge the foreigner's criminal past?







In addition, how does MOM write in to previous employers in their home countries and if employers in their home countries don't even reply, does MOM just rubberstamp their applications and approve them blindly?

One of my friend suspects that given the sheer volume of foreign worker applications, MOM can only randomly check on such applications. Doing checks on EVERY foreigner would mean that MOM needs to hire more manpower to cope and MOM don't even have the headcount.

MOM should come clean on their processes rather than hide behind a cloud of secrecy on the pretext that it is national security interest or Official Secrets Act. The public should have the right to know, esp. when the trust in MOM is broken.
