Otherwise anyone can claim they were scammed and ask the bank to reveal the personal details of the acc holder.

Actually just curious - if you tell the bank that you have transferred the money to a wrong account, would the banks retrieve the money back for you? Provided you can prove that you were transferring to Person A but Person B got the cash?

sadly the bank still needs the permission of the 'wrong' guy to allow them to transfer back. Stupid but that's how it is.
