He could have been jailed for the molestation charges but the judge agreed to put him on probation instead.
Ng Lin Kun, 21, was then a full-time national serviceman.
On March 9 last year, he saw a 10-year old girl walking along a corridor at a HDB flat and wanted to make friends with her. He asked if she had a boyfriend and if he could hug her.
She said no and left.
He then grabbed her from the back and took her to the rubbish chute area where he molested her. She manage to break free and ran off.
On April 9, he took the same lift with a 13-year old girl and when she left, he followed. He also asked her if she had a boyfriend and if he could get her contact number.
She said no as well.
But he hugged her and touched her breast, and then kissed her on the cheek.
She managed to run off to ask for help. He ran off to the ground floor.
On July 31, he waited for a 17-year old polytechnic student to return home from school. She went straight back home. When she went back down to open the letter box, he went into the same lift with her. Inside, he grabbed her arms and kissed her on her lips, then reached beneath her clothes to touch her breast.
The incidents took place in Jurong West.
He was arrested in August last year.
Initially, the prosecution asked for him to be sentenced for reformative training, which carries a jail term of between 18 months and three years.
A probation officer had also at first assessed that Ng was not suitable for probation but after a psychological assessment, agreed with probation.
Ng was also assessed to have an IQ of 75. This puts him at a borderline intellectual disability range.
District Judge Ng Peng Hong sentenced Ng to 24 months’ probation. He is to remain indoors from 11pm to 6am and has to undergo 180 hours of community service. He also has to go on with his counselling and treatment.
He was represented by Mr Anil Singh.
His parents and wife also undertook a $5,000 bond to ensure that he maintains his behaviour.
For molesting a girl below 14 years old, Ng could have been imprisoned for up to five years, fined, caned or a combination of any of the above. The maximum penalty for molestation is two years’ jail, fine and caning.
Ng currently works as a warehouse assistant.
