Mainstream media affiliated to the States Times, TodayOnline, wrote the article how progressive wage model is being implemented in 2016.
However if you read properly, they are giving a 2 year period for companies to comply. In fact it's already starting to be implemented few days ago.

I just asked my condo guard earlier and he said that his pay already increase. But people kaobei so much how it take so long, I mean you implement something companies still need time to adapt and fork out money and change contracts. Don't understand sinkies nowadays.

"Taking into account feedback from industry players, the Government has provided a lead time of two years — until September 2016 — for the industry to comply with the PWM training and wage requirements."
