The National Parks Board issued a joint statement with the Police today explaining that they have cancelled blogger Ms Han Hui Hui’s permit to hold another protest at Hong Lim Park this Saturday pending police investigations into last month’s protest.

Ms Han had earlier applied for and been approved a permit to use Hong Lim Park this Saturday (October 25) for the fifth ReturnOurCPF Protest which has been a monthly affair.

However, NParks has revoked that permit under the advice of the police.

Ms Han and other participants in last month’s protest are currently being investigated for a possible case of unlawful assembly after their event clashed with the YMCA charity carnival which was held on the same day featuring minister Teo Ser Luck.

NParks explained that they will not be approving any more permits from those currently under investigation until their cases have been concluded.
Here is the letter Ms Han received:

As of yet, the Police have not laid any formal charges against any of the protest participants or organisers despite having hauled up several of them for “investigations”.

It is unknown why a case of illegal assembly is being investigated as Hong Lim Park is supposed to be exempt from unlawful assembly laws for citizens. It is the one place that citizens can go and hold protests without needing a permit.

It is also not known how long the investigations into the organisers will last. As NParks and the Police had said they will not approve any more permits while the participants are under investigation, they could just drag on the investigations for years and effectively ban Ms Han Hui Hui and Mr Roy Ngerng from ever holding another protest.

TRS Spoke to Roy who felt that the government was using NParks to stop them from being able to speak out any further on the important CPF issue which has become a political hot potato for the PAP.

He pointed out that there have been many protests in the past but no action was taken until now when the issue being discussed is CPF. Many of the participants at the protests have been elderly who may not necessarily go online and it is therefore a threat to even more of the PAP’s votes.

There is no real restriction on how long the Police can drag the investigation and they could easily keep investigating until after the next elections. When the Police investigated cartoonist Leslie Chew, they dragged on their investigations for many months without any updates and then dropped all charges later.

The government has yet to directly address the protestor demands, or to respond to a dialogue with Roy, as he had requested. It is obvious the government doesn't want to engage on the CPF issue and is hoping this action to stop further CPF protests will silence activists.

It is understood that Ms Han had made applications to use Speakers Corner this Saturday on two separate occasions. She first applied on September 28, a day after last month’s protest and again on October 19.

NParks has now revoked the permits.
