Defending the ERP system in Parliament yesterday (9 Sep), Senior Minister of State for Transport Josephine Teo cited figures to justify the “effectiveness of ERP”.
She said that more than three-quarters of the 74 ERP gantries have not had their rates changed in the last 3 years.

Of the quarter of 74 ERP gantries that saw changes with 8 showing a discernible upward trend in rates, congestion in those roads was reduced.

Speeds rose an average of 7% per dollar increase, she noted of the 8 gantries.

“As for the majority of the gantries which did not need a rate change… a balance has been achieved, with the ERP rate sustaining a traffic speed in the optimal range,” she said.
She added, “The effectiveness of ERP… is not evidenced by the number of gantries that see rate changes, but from the changes in traffic speeds that result from each rate change.”
LTA will change the ERP rates of a gantry when average speeds of vehicles travelling in the road fall outside the “optimal range”. The optimal range for expressways is 45kmh to 65kmh, and for arterial roads, 20kmh to 30kmh.
But she acknowledged that rate changes may elude motorists.

“Speaking as a motorist myself, I have to confess that it is probably true of many motorists that even when rate changes are announced in advance through the media, we don’t always pay attention,” she said.
“Very often, we pay attention when our in-vehicle unit goes beep and we look at the number and it looks different from the last time we were on the road.”
Drivers will then decide whether the time saved is worth the higher rates, she said.

Mrs Teo said the satellite-based ERP system, which the Land Transport Authority is working on, will be a “fairer” system. It is targeted to be in place by 2020.
But netizens were not so convinced of the effectiveness of the ERP system:
nothing wrong!: Oh! nothing wrong with collecting more money!! Whether the system works to contain traffic or not, is immaterial, so long as the coffer is filled whenever the beep sound is heard, is all that matters!!

Eadric: I think their job is more of finding which route they can get more money than managing/preventing jams. Say till so nice. If really was to reduce jams there are other ways. How siao.

LIONS: so,with increased FTs driving, is it still sgs’s fault for having traffic jams or even HUMAN JAMS?! wtf! if you cannot PLAN PROPERLY, PLS DO NOT PENALISE INNOCENT SGS,OK DAFTS?

Very bad planning: Instead of preparing for huge population spike caused by foreign influx, the government is again penalising Singaporeans! If the PAP did think of increasing infrastructure capacity (more roads, buses, trains) before opening the floodgates, of course our current system will be overwhelmed. And now that it is overwhelmed, we have to pay more ERP, fares, COE etc as a result. Is this fair? VTO 2016 before we are drowned in a sea of 6.9 million

ERP: ERP = Everyday Rob People. Giver them the boot in GE 2015/2016.

N.Jungne: To manage traffic? More likely is 4 more Highway Robbing Gantries to be erected.

Tham Weng Kay: We Have A Fleet Of Commercial Vehicles With No Difference To Cars When ERP Charges Are Concern…!!! Our Purpose Is To Deliver Already Made Goods To Our Customers… Surely We Cannot Be The Victim Absorbing All These Charges Imposed By The PAP Government, Right…??? Don’t Blame Us When Ultimately We Have To Add The RAISED COST To The Consumers Like You Lol….!!!
Blame The PAP Government Please Because You All Voted For Them And Give Them This Mandate To Add More ERP Gantries & Increase The ERP Charges…!!!
