did anyone know that when one wins a court case and is awarded costs. it is not 100% of costs one gets?

and losing party still has the right to "bargain"?

so lets say for example that someone's legal fees are 400k

losing party pays 200k in costs......

so winning party still loses 200k cash.....

and these are "costs of legal fees.

there are other costs that are paid in the course of things, paid directly to suppliers of events etc that is not claimable

how does one attempt to change the "law"? by writing to CJ?
write to european court?

also does everyone know that winning party is NOT awarded damages unless one actually starts a suit to sue for damages?
